    This in particular raised a red flag......
    "Lisensees must keep records of who their customers are, where they live, and whether they check out against the U.S. Treasury’s list of bad actors – taking anonymity out the equation." I think that Bitcoin exchanges who attempt to operate in New York State will be severely handicapped by this type of 'know your customer' requirement. States or even countries without this type of requirement will be more attractive to Bitcoin buyers and sellers. If I had a choice and the commission to buy or sell was competitive, I would not bother buying or selling Bitcoin in New York State by way of a NY State regulated Bitcoin operator.

    Yes this looks like a first move on the chessboard in terms of invasive legislation.

    On one hand it suppresses business growth, killing startups ...

    ...and as dealmein mentioned, privacy is the issue.

    Some excerpts below:

    NYDFS proposed Bitlicense rules

    (1) Records of Virtual Currency transactions.
    Each Licensee shall maintain the following information for all transactions involving the payment, receipt, exchange or
    conversion, purchase, sale, transfer, or transmission of Virtual Currency: the identity and physical addresses of the
    parties involved, the amount or value of the transaction, including in what denomination purchased, sold, or transferred,
    the method of payment, the date(s) on which the transaction was initiated and completed, and a description of the
    transaction.

    Noteworthy sections:

    200.2.n - would give authority to reach into digital wallet companies like Blockchain, BitGoInc, etc.
    200.15 (f) - essentially denies the user's right to privacy via protocols used (ie., coinjoin, sharedcoin, etc.)



    I think it will be interesting to see how things develop down the road for altcoin / cryptocurrency markets as they begin 'growing up'...

    I also wonder if bitcoin has any bright future, too..
    There have been many ideas of a "common" currency but they all lead to nowhere. But who can predict it? Maybe the impossible will become.. possible
